High-risk AI systems: Annex III, explained

High-risk is the heaviest tier short of an outright ban. It targets AI used in sensitive areas, and carries the most extensive obligations under the Act.

The Annex III areas

Your AI is likely high-risk if it is used in any of these areas:

  • Biometrics / identification
  • Critical infrastructure
  • Education or vocational training
  • Employment, hiring or worker management
  • Access to essential services (credit, insurance, benefits)
  • Law enforcement, migration, or justice
  • A safety component of a regulated product

What high-risk requires
